Don’t buy Norwalk Democrats’ spin regarding Rivera

To the editor:

Norwalk Schools Superintendent Manny Rivera has left us. As of Feb. 1, 2015 he will be the New London Schools Superintendent. A truly great loss to the students, teachers and staff of the Norwalk Public Schools.  A nationally recognized and highly regarded administrator with strong convictions and vision has decided to leave for “personal reasons.”

Superintendent Rivera is too much of a gentleman, and too professional to state, outright, why he has chosen to leave Norwalk. The answer, despite the spin by several on the Democratic side of the aisle, is that he was frustrated and demoralized by the three constant detractors on the Board of Education, Democrats, all. Their obstructionist approach to all things proposed by the superintendent to move our schools forward was apparent at all times. Their vitriolic, defamatory and uncivil behavior came at the expense of our students. Who, for example, can forget Shirley Mosby’s public comment that she will “tear all the white hairs out of the head” of Chairman Mike Lyons? Thankfully, Mr. Lyons is a gentleman and a true leader who has worked with a bi-partisan group of three Republicans and three Democrats to overcome the constant vicious verbal assaults to work with Superintendent Rivera on sweeping changes that are designed to better educate our children.

The teachers, as some who commented have suggested, bear no blame for Dr. Rivera leaving. The working relationship between Dr. Rivera and the teachers was one of mutual respect with the shared vision of improving the learning environment for our most cherished asset: our children. The unions bear no blame for the loss of Dr. Rivera. Bruce Mellion, president of the Norwalk Federation of Teachers and an often frequent critic of the BoE administration has been quoted by one of Norwalk’s news sources saying:   “If this turns out to be true, what a terrible loss of the NPS and the Norwalk community. He has shown outstanding skills and leadership in his time in Norwalk and he will be very hard to replace.”

The spin that has begun to take place is that there are many reasons for Dr. Rivera leaving. But not so. Mayor Rilling is quoted as saying: “I know that family comes first and I certainly appreciate the reasons why Superintendent Rivera will be resigning his position.” Dr. Rivera has not said he is leaving due to family. But by saying so, Mayor Rilling has attempted to deflect the real reasons by creating one. Ed Camacho, the Democratic Town Committee Chairman, took the time to call one of the news outlets, too, and is quoted as saying: “soul searching needs to be done.” And, that it is “systematic and structural problems that led into this.” Again, a deflection and an attempt to get out ahead of the issue by creating a dog wagging the tail excuse for the loss of a great superintendent.

The reason is not systematic and structural. The reason is the actions of the vocal, determined and misguided three on the Board of Education.

There is a real question of leadership that needs to be raised. Where have the leaders of the Democratic Party been throughout this last year? Those same three members of whom I speak arranged to have a demonstration by an outside group of vigilantes trying to equate the Ferguson case with the leadership of Mr. Lyons. They have actually called Mr. Lyons racist. No comment and no defense of his BoE Chairman from the Democratic Mayor or anyone else in a leadership position in the Democratic Party. Why? Because they may be afraid of losing a small voter base that actually buy into the defamatory rhetoric spewed by the malcontents on the BoE? Our Mayor is, in fact, a member of the Board of Education and has the responsibility of providing exactly what he based his entire campaign on: civility. Where was State Sen. Bob Duff, he who took that famous campaign photo with Ms. Mosby encouraging all of us to vote for her? Ask that he stand up for you. Ask your Mayor to step up and to finally start to lead this city instead of bowing down to a small group of activists who have driven not just Dr. Rivera from our city, but other past superintendents as well.

Pete Torrano, Republican Town Committee chairman

Don’t make this political, we have enough of politicians in this town and not enough people who actually do things and get results.

    Give it a rest

    Regards
    Norwalk Lifer

  2. srb1228

I’m sure he left because everything wasn’t perfect. Either you have an agenda or are incredibly naive.

  3. Mike Barbis

    “Norewalk Lifer” ….get a life!
Residents, parents, an taxpayers of this town want to know the truth about Rivera’s departure.
We are not just going to “move on” because you and some others don’t like the truth

  4. Bruce Kimmel

I agree with Mr. Torrano. It’s time for some real soul searching among Norwalk Democrats, especially its leaders. What has been allowed to develop over the years — the bullying, race baiting, personal agenda politics — must be repudiated. Forcefully and publicly.

  5. Nora King

Soul searching does need to be done here. There are three members on the BOE that turn it into a three ring circus. The leadership in the Democratic Party, but most importantly the parents in the city of Norwalk have witnessed this three ring circus for far too long. Bruce Kimmel is correct in his statement and this needs to ends. Ed Camacho is a great chair however there is only so much he can do when a few bad apples ruin the party for most of the other members.

  6. Piberman

Mr Torrano hit the Bulls Eye. It’s up to the City’s Democratic leadership to secure appropriate “public service” behaviors by their 3 disaffected BOE members. Resignations may be in order.

  7. EastNorwalkChick

@Bruce, it was actually Ed Camacho who actually made the “soul searching” statement. And yes, we need to do a lot of soul searching in regards to the Superintendent turnover that we’ve had over the past 8 yrs…but blaming everything on three BOE members, albeit they have been major obstructionist, is silly when the Board out voted them every time. Until Dr. Rivera comes out and says exactly why he is leaving, this is all speculation and now you and Torrano are making it political. Enough already, we’re tired of it.

  8. independent voice

Exceptional commentary. I wholeheartedly agree and commend Mr. Torrano for his accurate assessment of the facts involved here. Are you taking note DTC?

  9. Don’t Panic

The only one who should be blamed for leaving is Mr. Rivera. He is the one leaving. He made the decision to leave. He won’t even say why he is leaving. If a Superintendent who has been given almost everything he asked for by a worshipful majority on this BOE still isn’t happy, that is not a failing of this BOE or anyone on it.

That he feels he does not owe this community an explanation after failing on his commitment to the families and taxpayers of Norwalk is troubling.

Almost any “personal” reason would be following him to New London. Illness, family problems, money problems. So not wanting to confront those problems here in Norwalk is a matter of character–Rivera’s character.

If we as a community turn on one another as a result of this man’s decision, that is what we must blame ourselves for.

  10. Screwed Taxpayer

Mr. Torrano’s argument would be stronger if he mentioned the fact there are some non-partisan Democrats on the board that are working for the benefit of our children.

But, he is absolutely correct that Harry Rilling is to blame here for his gross lack of leadership.

The city needs a leader not a politician. Hopefully we’ll get one next November.

Public education is carved up into fiefdoms – co administrators and school principals, teachers unions and politicians. One can fingerprint all they want but the system is rigged to protect the 40 year status quo establishment players with contracts and tenure negotiated by politicians who benefit. Reform is slow and many of us have been fighting to pull Norwalk’s leadership into the 21st century. Enter the ‘change agent’ superintendents who try with all their might to turn the ship around. But they are only human. If Norwalk thinks they can throw $230k at any individual and think they can take on a $160M behemoth of status quo by themselves – they are crazy. Until Norwalk city leadership on both sides of the aisle decide to dismantle the establishment players – history will repeat itself.

  12. The Norwalk school district is over 3 times the size of New London. Why would a person of such stature leave for a less prestigious opportunity? Could it be that he reached a point in his life that he was tired of the politics that people feel they need to play with our children’s lives? Or could it be that folks consider the BoE to be a job bank for their friends and not a professionally run organization? Maybe it is because folks in town really do not want a truly great public school system.

Whatever his reasons Mr Rivera is far to much a class act to say why he left. I know this, for the first time in the 23 years I have lived in Norwalk we have a school system that we are all proud and this happens. Vote with your feet Norwalk.

  13. John Hamlin

@Lisa Thomson — you got it right. It’s the entrenched interests that are keeping the city from moving forward — in education and so many other areas.

  14. MarjorieM

First and foremost, we do not have any evidence that this superintendent impacted test scores. All of the superintendents mentioned had a “vision.” They all sounded pretty much alike. The only difference, in my opinion, was that Rivera was given huge amounts of money to create his vision. Where did that money go? For the most part, it went to his friends who are now doing a horrible job at central office. Complaints about technology, rudeness in the H.R. Office, costly administrators moved from buildings to central office……and the stories go on. Don’t forget the assistant principals who, after next year, will need to be funded or eliminated. Their grant runs out next year. In my opinion, this superintendent left Norwalk in a mess. Does anyone see the parallel with Rochester, NY? To me, it’s shameful that the two districts went through the exact same problems with this superintendent. To deflect the attention to the three Board members takes the blame off of the people who hired this superintendent. His resume tells his story. The people of Rochester tells his story. He left a mess there and he is leaving a mess here.
Regarding the turnover in superintendents in Norwalk, do your homework, Lisa Thomson. That is not uncommon in many districts. There are many superintendents who come in for all the money they can amass, then leave. Lisa, the Interims don’t count. They are Interims! You have been repeating your mantra ad nauseam wherever you can, so I will provide you with a definition of interim:
in or for the intervening period; provisional or temporary.
    “an interim arrangement”
synonyms: provisional, temporary, pro tem, stopgap, short-term, fill-in, caretaker, acting, transitional, makeshift, improvised, impromptu
    “an interim advisory body”
    antonyms: permanent
These are people who are appointed to hold the place of a superintendent so that an expensive research team can find us still another superintendent who is known to make the rounds in districts for two years. Guess what? The headhunters keep getting richer! Big surprise! What retiree will they recommend next? What will it cost Norwalk in the short run and in the long run? Wake up, Norwalk! Stop the party line bickering! The truth is right in front of you.

    @Peter Torrano:

Peter, I have a good deal of respect for you and consider you to be a gentleman who knows how to carry on a civil discussion. However, you do tend to politicize anything that can be adjusted to slam the current administration of Norwalk, and most notably its mayor. One can understand that as a leader of the opposition, it is your job at every opportunity to lay the groundwork for the next mayoral election. Comes a time when you do seem to strain a bit too hard to maintain credibility. This seems like one of those times.

One fails to see how the entire situation of Dr. Rivera leaving us for a better job has ANYTHING to do with politics. As you put it, “The answer, despite the spin by several on the Democratic side of the aisle, is that he was frustrated and demoralized by the three constant detractors on the Board of Education, Democrats, all.” From all one reads in the public press, the impression is that the problem with these “several on the Democratic side of the aisle” who are alleged to be the cause of the chaos has more to do with their overzealous (to put it gently) efforts to make sure their constituents “get the best deal”. It’s the “Them and Us” p.o.v. we have not overcome as a nation and certainly, it appears, not as a city.

To settle the matter, Dr. Rivera does owe us a fuller explanation for his abrupt departure. Perhaps it was personal, as he says, or perhaps he leaves in a gentlemanly snit. In any case, what his decision has to do with the current administration here in Norwalk is impossible to guess. Perhaps we will know the full story some day when he writes his book, but it is difficult to see what Mayor Rilling or Senator Duff could have done to change a seemingly abrupt decision that very clearly has turned Norwalk upside down.

  16. Mike Barbis

I am a member of the Board of Ed and have seen first hand what Superintendent Rivera had to deal with and know only too well why he decided to leave. There is plenty our Democratic Party leaders could have done … but no one wanted to rock the boat … so nothing was done. All I can say is … go to the http://www.norwalkps.org website, check out the video of any BOE meeting … the answer will be staring you in the face.

  17. Oldtimer

As long as Dr Rivera chooses to keep his private personal reasons to himself, he has left the field wide open for anybody to speculate and offer opinions, colored by political affiliation. Pete Torrano’s opinion is an example of such speculation. I lost track of how many Democrats he tried to blame, including Ms Mosby, Mayor Rilling, and Senator Duff. It is sad to see people like Pete so quick to try to politicize something they don’t understand. There is more to the story.

  18. Peter Torrano

    Mr. Lopez-Fabrega,

Thank you. I find you to be one of the people I can actually exchange ideas and thoughts with who is not constantly in attack mode on this site and others. That is why it is only to you that I will respond at this time. I have a great deal of respect for you as well.

First, I have not commented, written an article, letter or opinion piece since last we spoke, several long months ago, even though much has happened that I could have commented on. So, not sure why you think I do what I can whenever I can to slam the current administration. Fact is, there are a number of people in the Republican Party who think I have been too quite. Unfortunately for Norwalk, the Norwalk Democratic Party is the gift that keeps on giving. But I have not taken advantage of it, yet. Just for example, and without naming names, there is a councilman who I happen to like who has been arrested for a second time. He is a Democrat. I said nothing, and neither did the Democrat leaders. But, to my point, where is the leadership? There is a second council person who has also been arrested for domestic violence. I said nothing. Where is the leadership speaking up about this. Where was the strangely silent leadership when the past chairperson of the NDTC punched and slammed to the ground two elderly members of their own DTC. There are three members of the BoE who have been very, very out of control and damaging to our schools. The assumption on the part of some of the bloggers is that I speculated on Dr. Rivera’s departure. I did not. I have a relationship with the Chairman and several other BoE members. My information came from them. It is they who had direct conversations and interaction with Dr. Rivera. I read some of the bloggers who have, in fact, speculated. I’m certain they do not have the same interaction and relationship with the BoE as do I. There is an obvious attempt to muddy the waters with speculative reasons that are not based on anything but the fertile minds of some of the bloggers. Interesting that now that it is the Dems who are on the defensive the reaction from them is ‘can’t we just move on?’ Sure, lets just forget about it. No big deal. There is a response on this site from another BoE member, a Democrat, who tells the readers essentially the same thing I have said. Is he attacking the administration, or simply stating facts? I was at the meeting of the BoE when Ms. Mosby made her now infamous statement about pulling out the hairs of the chairman. None of the cadre of bloggers on this site who defend every action of the democrats took her to task for that. I was walking out behind Ms. Mosby at that meeting, and what I heard from her lips is something else that has not been reported, but I heard it first hand and did not make an issue of it. She said: “I’m going to rip that smile off Chiarmonti’s face.” Ah, civility! The foundation of the mayor’s campaign. It is for this and other reasons that we, as the opposition party and several in the Democratic Party are now asking why this behavior has been allowed to continue? A few years ago we had a seated office holder in a very minor position, sheriff. Although being a very likable person, he made a very poor choice and was arrested. The outcry from the Democrats at the time demanding his resignation and his head on a silver platter was loud and unceasing. He was asked to step down by our party, but decided to remain in position. He was an elected official and we had no way of removing him. He was not renominated, as should be expected. So, do we now demand the resignation of the tempestuous three on the BoE, and of the arrested council people? Would we be within our rights to do so? It may happen. Lastly, I did state in my letter that there is a bi-partisan group of three Dems and three Repubs on the BoE who are working together for the betterment of our schools. Some seem to have missed that. But, for the record and to keep to the facts, the three offenders all happen to be Democrats. I have no control over their actions. The Republicans have no control over their actions. And, it seems, the Democratic leadership has no control over their actions. Hopefully the voters will when their time is up.

This is what Norwalk does so well. The fingers of “shame on you” are pointed in every direction. Since everyone is being blamed, I’ll add one more piece to the Blame Game. What about the secrecy which shrouded the search for a superintendent and finally the hiring of Manny Rivera? I happen to have really good friends from Rochester who told me that Rivera wouldn’t last two years. Seems a secretive search wasn’t such a good idea after all?

  20. Bill

The majority of Norwalk and the BOE needs to step up and throw these 3 bums out already!!!

    1. Mark Chapman

      @ Bill, et al

To be clear, BoE members are elected citywide every other local election, and by district every the other years. They serve 4-years terms. In 2013, Democrat Shirley Mosby was elected one of four at-large members with 7,344 votes, second only to Heidi Keyes (D). Also elected were Artie Kassimis (R) and Sherelle Harris (D).

Next year (2015), the terms of the following members expire (none have declared they will run again — yet):
      Rosa Murray (D) – A
      Migdalia Rivas (D) – B
      Mike Lyons (R) – C
      Jack Chiaramonte (R) – D
      Mike Barbis (D) – E
Points of interest: Rivas ran unopposed in 2011; Barbis won his seat by 4 votes.
The “people of Norwalk” do not get a chance to weigh in on all candidates. Only each district’s voters will decide wither to send them back the BoE in 2015.

  21. Rod Lopez-Fabrega

    @Peter Torrano:

Thanks for your comments. As I am not privy to what goes on in BoE meetings or any of the internal deliberations of the current administration, I cannot comment on the suggestion you and others have made that Dr. Rivera’s sudden departure was in no small part because, “he was frustrated and demoralized by the three constant detractors on the Board of Education, Democrats, all.”

Your point seems to be that these three nameless detractors should have been disciplined in some form, at the very least taught some manners and reminded that they are there to serve all the citizens of Norwalk and not just their constituencies.

All that we average citizens have to go on is what has been published in the press about the obstructionist chaos that is alleged to go on in some of these meetings. If accurate, one has to agree that these nameless three should get their priorities straight and that they need some lessons on how to conduct themselves in public discourse.

As you have pointed out, no one, including yourself has had much to say about doing something to tame these deliberators who give the impression that they are out of control in seeing to the genuine interests of all the citizens of Norwalk.

I commend you as one of the good Republicans on the discretion you have shown regarding comments you have overheard and scenes you have witnessed coming from these unholy three. However, I can assure you that, going in the other directions, good Democrats have shown even more discretion only recently when the subject has been a Republican.

Given all of the above, I do think it’s unfair for anyone to politicize a situation—that of Dr. Rivera’s abrupt and unexpected departure—that has almost literally turned Norwalk upside down and will affect every family with children as well as all of the rest of us whose taxes go to fund our school system, be they Democrats, Republicans, Independents or whatever. It’s not a political issue. It’s a civic crisis.

  22. Lisa Thomson

    Marj – just a few things…

Your secret conspiracy theories on the hiring process of Dr. Rivera is really quite laughable. The only secret conspiracy going on in this town – which really isn’t such a secret anymore is recognizing the pattern of behavior of which members on the BOE defend the status quo of the ‘Old Norwalk’ administration in NPS. They are the public mouth pieces that smear, race bait and engage in every kind of distraction known to man to wear down and embarrass anyone who comes from the outside world to help Norwalk. For Rivera it was these three BOE members fighting for the old guard in NPS.

In the case of Dr.Marks, the BOE attack dogs for the old guard had a slightly different BOE combo. Then it was only two of the three (Mosby wasn’t there) and a Republican turned independent leading the charge to oust and undermine her.

But it is becoming painfully clear to both the Dem and Rep party leadership which individuals on the BOE do the bidding for the ‘old Norwalk’ administration and to the students, teachers, parents and taxpayers who want change and reform be damned.
