Flynn’s multiple complaints to State net one hit, slightly off target

Republican District 140 State Representative candidate John Flynn, as seen in one of his YouTube videos. Flynn also says he’s running against U.S. Sen. Richard Blumenthal (D-Conn.) in 2022.

NORWALK, Conn. — South Norwalk activist John Flynn, endorsed by Norwalk Republicans recently as a State Representative candidate, has made multiple allegations of electoral improprieties by opponents. NancyOnNorwalk asked the State Elections Enforcement Commission (SEEC) about his recent claims and learned:

  • State denies Flynn ever made a complaint about election funding
  • Simms found to have broken law, told to keep a distance from poll; complaint about Columbus poll tactics in 2019 dismissed
  • Duff’s PAC found not to have broken law

Alleged ‘huge deal’ was not investigated

Flynn was endorsed by Republicans as their District 140 State Representative candidate on May 20. He would be seeking to unseat State Rep. Travis Simms (D-140), but has not yet filed a campaign registration, according to the SEEC website.

Flynn said Sunday that SEEC should have his paperwork. Norwalk Republicans asked him to run for State Representative but he has “the 2022 Blumenthal thing” — he’s seeking a Connecticut U.S. Senate seat in 2022 — and is in the debatetourney as an independent Presidential candidate. “70 people remain , in first place, Digital phone app phone voting,” he wrote.

After accepting the endorsement for State Rep on May 20, Flynn said he’d gotten enough donations in 2018 to qualify for a Citizen’s Election Program (CEP) grant but the funds were not delivered.

“I asked and asked and asked where the funds were for reaching those hurdles, and we never got funded,” Flynn said. “So, the guy investigating, named Vasquez, resigned a year later, had a year to investigate why the funds never came. And there was a huge pissing match and they discovered that Colin Hosten was a citizen of Trinidad and they gave him the money. Hmm. So that’s kind of odd.”

Town Clerk Rick McQuaid, a Republican, told Flynn in 2018 that Hosten is an American citizen.

Flynn’s tale on May 20 got immediate sympathy from Larry Cafero, who promised Flynn that there would be an army watching Hartford this time around because a lack of funding like that is “a huge deal.” Democrats fought hard to create the CEP program the rules have to be followed, he said.

NoN asked SEEC about the investigation. Joshua Foley, SEEC Staff Attorney, said there wasn’t one – Flynn had filed three complaints since 2018, but not about that.

“Mr. Vasquez was a Legal Investigator here at SEEC, but has moved on to another job in the past year. As I stated, there was no complaint filed regarding the awarding of CEP funds to Mr. Flynn,” Foley wrote.

‘Super hostile’

The Election Day atmosphere was “super hostile” in 2018 at Columbus Magnet School, Flynn told Republicans on May 20. In 2019, “it was so bad we left.”

Flynn alleged that in 2018, Simms, then a Common Council member running against Flynn and Hosten for the seat, was “touching us…, shadow boxing, throwing punches at our faces all day, running up and down the street saying ‘a vote for Flynn is a vote for Trump.’”

Then, in 2019, “We weren’t allowed a single Republican sign,” Flynn alleged.

Flynn filed complaints about both Election Days.

“Most of the allegations, even if true, would not amount to a violation of any law within the Commission’s jurisdiction,” SEEC wrote about the 2018 allegations, in a decision rendered in October. “However, two allegations were sufficiently related to the Commission’s jurisdiction that they resulted in an investigation.”

Flynn had alleged that Simms was intimidating voters and causing them not to vote, and had set up a tent blocking the entrance to the poll, the SEEC wrote. While the tent accusation was found to be invalid, Flynn provided photos showing Simms within 75 feet of the poll, a violation of law, and Simms admitted that he’d been walking people to the entrance, SEEC wrote.

“He claimed that he was walking people to the door because it was raining and he was holding an umbrella and offering to keep them dry,” SEEC wrote.

There was no evidence that Simms was electioneering, but merely “loitering” is a prohibited act, SEEC wrote. A $2,000 fine could have been imposed, but hasn’t been in similar cases, so there was no financial penalty.

Simms signed an order recognizing that he cannot approach the poll.

Lastly, SEEC found no evidence that Simms had behaved in the manner described, it said. Flynn had provided potential witnesses but none corroborated his account. SEEC also asked poll workers, who did not corroborate the account, and could find no voters who had left, intimidated, without voting.

As for 2019 Election Day, Flynn filed a complaint in February and it’s been dismissed, Foley said. The decision is not yet online.

Allegations against Duff ‘not supported by facts’

So, that’s two complaints. What was the third?

Flynn filed one against State Senate Majority Leader Bob Duff (D-25), Foley said.

Former Board of Education member Bryan Meek, as recently as May 7, has alleged that Duff’s Third Street PAC engages in illegal activity. Flynn’s complaint concerned some of those allegedly illegal activities. SEEC dismissed the complaint, finding nothing illegal.

Flynn, like Meek, attacked Duff’s financial statements, claiming that expenditures to The SoNo Group were not itemized.

Duff’s campaign manager, Mary Pugh, works under The SoNo Group LLC.

Meek in a 2018 Facebook post wrote that Duff’s Committee, “Friends of Bob Duff,” is a “vehicle where Bob has taken almost $600,000 of our money to mostly pay ‘The SoNo Group Inc’. Disbursements ranging up to nearly $50,000 a peice {cq} without any real details on where or how the money was spent. ‘The SoNo Group’ is registered to Mary Pugh of 50 Toilsome Ave, Bob’s house.”

Pugh has lived in an in-law apartment at Duff’s house for several years, sources say. She founded The SoNo Group in 1990 and has been Duff’s campaign manager since 2000, her LinkedIn page states.  It also notes that she was a campaign manager for former Mayor Alex Knopp between 1992 and 2003.

Flynn’s complaint mirrors Meek’s accusations, except that it omits the ads Duff has bought from Norwalk High School Marching Bears, which Meek claims are illegal.

Flynn made accusations regarding Third Street PAC Treasurer Dean O’Brien.

“There are restrictions for receiving contributions from lobby groups and lobbyists. So Dean O’Brien organizes an event, Duff is the host, people pay $2,000 a plate, Duff pays the expenses and is reimbursed by the event. None of those reimbursements are listed,” Flynn wrote in his complaint.

The allegations “were not supported by specific factual claims or corroborating witnesses,” SEEC wrote. “Further, they lacked sufficient specificity to form the basis of a potential campaign finance violation to provide the basis for further investigation by the Commission.”

Further, “the allegation that the Committee failed to itemize expenditures pertaining to The SoNo Group, Inc. in violation of General Statutes § 9- 608 was not supported by the facts after investigation,” SEEC wrote.

Also, “the Commission finds a lack of evidence that lobbyists contributed to the Committee as alleged.”

This candidate is a sign of the deterioration of the Republican Party in Norwalk and Connecticut as a whole. It’s sad when a party can find no better candidates than someone who from an earlier NancyOnNorwalk-
“Claims by Flynn include an assertion that Stamford Police facilitated a murder for hire scheme against him and that Norwalk Police are helping to cover up 300,000 felonies. He has also alleged in court actions that police sent an “informant” to have him killed, and that police sent an off-duty officer to shoot him. Nine out of ten lawsuits have been unsuccessful; one is in process. Flynn says his lawsuits have been dismissed because Gov. Dannel Malloy appointed the presiding judges. He also says Malloy ordered a hit against him, when he was Stamford’s Mayor.“
In law they call this Res Ipsa Loquitor- “it speaks for itself”

My claims about the lack of transparency from Duff’s campaign were centered around ethics. It may be legal to buy billboards to promote your image 20 miles away in Bridgeport, but using taxpayer money to do it is not ethical.

As for the question of legality. Duff’s billboard and most of his campaign literature use the same picture that his 3rd street PAC uses. The 3rd St PAC most certainly takes lobbyist contributions up to the legal limit. A 2 minute search on the SEEC reporting sight shows this. It’s a minor thing not worth going after. It is trying to help the band. But it is not done selflessly and could have been done in private like most contributions to the band. No these come with a price tag of having the worst representation in Hartford imaginable with a cheerful press.

It would be great if there was a thoughtful counterpoint to the local and state Democratic Party. This isn’t it.

  4. Bryan Meek

@Eamanon. If one person’s (who has never been elected) UFO theories paint the entire party, then what does that say about the statewide Democrats with respect to convicted felon Ganim who run’s the state’s largest city and had an outside shot at being Governor?

  5. Ron Morris

Bryan Meek I would say that a better example would be the twice convicted felon Republican Rowland along with the thing in the White House. What does that say about the Republican party?

I witnessed the entire event with Mr Flynn’s two sons. Travis escorted people right into the school. Multiple witnesses were listed on the complaint, none were contacted. Ballots were filled out in their cars. nay violations were allowed.

Flynn was professional and courteous I have know him for 40 years and volunteer as a Democrat. Travis’s Aunt voted for Flynn, 40 people were victims of Himes at Washington Village and Travis never lifted a finger to assist anyone. Travis allowed Neon, Travis allowed his own Aunt to get sick. Mr Flynn helped her out of her situation. Travis is all about Travis, A Vote for Travis is a Vote for Bob Duff.

I witnessed Travis all day tormenting voters, escorting them in to school and filling out ballots in the car. Travis never helped his own Aunt in Washington village who Voted for Flynn. A Vote for Travis is a Vote for Duff. As transportation Czar the Transportation fund was Looted. I supported Flynn as a Democrat, have know him for 40 years and happily volunteer.

    @Bryan Meek/Ron Morris
Anyone who knows anything knows that politics from both sides is sleazy. I think you’re both smart enough to understand that. Currently, Rowland is either in jail or just out. Ganim, who was endorsed by Himes, Blumenthal and Murphy continues to lead Bridgeport into oblivion. Both guys are (are not were) slime balls as you’ll both agree. The difference is Rowland is done and Ganim should be. I know nothing about Mr. Flynn. I do know that our current state legislators have let us down over the years. Somehow they are more passionate about upstate or national issues than Norwalk. I may not agree with the political leanings from New Haven and Bridgeport legislators but I admire how they represent their constituents first in Hartford. We can’t say the same for Norwalk’s elected officials. Flynn may not be the answer, but it’s time to truly scrutinize what Hartford has brought to Norwalk. It shouldn’t take too long as the list is very short.

Duff shunning transparency by refusing to cooperate with FOIA requests, his badmouthing of “The Hour” over survey results unfavorable to his new Norwalk High, his known censoring and/or blocking of constituents on social media, his attempts at penning legislation (in which the mayor, not the Board of Education, picks the BoE Chair, and in which CT schools should regionalize) which politicizes/takes power of decision making away from the Board of Education and administrators and teachers, his overriding of BoE procedures, his failure to secure appropriate ELL funding from Hartford which shortchanges our city’s children most in need and which cannibalizes NPS school children’s resources as a whole, his throwing of 5 million taxpayer dollars at a building which has sat for several years now as a molding, unfinished beacon of government mismanagement at Norwalk’s center, and his sophomoric Facebook antics of maligning and character libeling Norwalk elected officials and political candidates, and sowing divisiveness by mocking and publicly shaming constituents with whom he disagrees to a broad audience, exhibit lawlessness, government overreach, negligence and abuse of power (bullying and harassing behavior), and are far more damaging to our Democracy than Duff’s questionable PAC fund arrangement. Embarrassing leadership.

Unless Ms. Ellie Kousidis pulls the great upset over our career politician senator this November, or unless some Democratic Supernova candidate blasts in next election cycle, too dynamic to ignore, to force a primary, which likely won’t happen because Duff’s “friends and family” stacked DTC, many riding on his coattails with political aspirations of their own, wouldn’t have it, we’ll never get enough Duff. Single party rule, machine politics have got Norwalk in a stranglehold.

Meanwhile, back in the real world, we are about to witness CT public sector employees receive raises collectively totaling 353 million in a few weeks, while private sector employees have either lost their jobs, have been furloughed, or have not received bonuses or annual raises due their employers’ fiscally shrewd cost cutting measures to offset financial deficits created by COVID-19:

    https://www.journalinquirer.com/opinion/chris_powell/lamont-could-stop-state-employee-raises-but-pretends-he-lacks-the-power/article_ef3b72aa-aeae-11ea-be3c-dfe743c6e8c0.html?fbclid=IwAR36of1sHC8ZJHj2sh4GZRgsLBTLLWRdlIM5M-Pn-xxjehX0IS7i2r2fxzY

Why can’t Governor Lamont muster the courage to “Just Say No” to state employees’ annual salary increase this go round? If the private sector can make exceptions and cut back during this unprecedented time of economic crisis, then why can’t the public sector take one on the chin for the common good?

Also newsworthy: State legislators cannot seem to pinpoint where several months of COVID-19 federal aid money has disappeared to up in Hartford, and are attending a series of meetings to try to solve the 100 million dollar question. Stay tuned…

    Mimi Chang, Bravo…

  11. Tysen Canevari

Darnell Crossland now John Flynn? Where does the republican party in Norwalk find these guys? They must have the same general manager as the NY Knicks. They obviously enjoy last place!

  12. John ONeill

@Mimi Chang: THAT was very impressive. If I wasn’t happily married (today is our anniversary) I’d ask for your phone number? It’s time the typical non political Norwalk taxpayer understands how little representation they have in Hartford. Great comment

  13. Mimi Chang

Thanks for your compliment, @John ONeill, and Happy Anniversary to you and your wife!

  14. Travis Simms

This is truly unfortunate that John Flynn continues this ridiculous rhetoric. Let me be clear… the only violation I committed was using my umbrella to help seniors and/or disabled individuals to the entrance as it was raining extremely heavy this particular day. and as I stated to SEEC, I would not hesitate again to help an individual in distress or to give someone temporary shelter. Unfortunately, Mr. Flynn’s only witness just so happens to be Ms. Greenwood, who is blind.
John, it’s a true pleasure serving you and all of the residents in the 140th district. Have an amazing day, sir!
