Rilling announces Zoning Task Force, drive for Economic Development Action Plan

Correction: The Business Advisory Council will be held Oct. 21.

NORWALK, Conn. – An effort to transform Norwalk will involve two groups working concurrently, Mayor Harry Rilling said Tuesday.

A zoning task force will work with a group devoted to forming an Economic Development Action Plan to ensure they are working toward common goals, Rilling said in a press conference.

“The idea is to take a look at where Norwalk is now and where we want it to be 2, 3, 4, 5 years from now, and it’s going to be something that will be built upon as time passes. So for the first five years we’ll kind of identify, well, where do we want to be and how will we get there?” Rilling said.

The Zoning Task Force will be led by Zoning Commissioner Adam Blank. Redevelopment Agency Chairman Felix Serrano and Planning Commission Chairman Torgny Astrom will be on the task force, which will consult with city professionals, he said.

Economic Development Director Elizabeth Stocker will lead the group looking to develop an Economic Development Action Plan.

“He has put together a very powerful group that will be working together,” Stocker said of Rilling. That includes “not only folks who are serving on the boards of the city and our staff but also some business people in the city and some stakeholders who will identify where we need to go,” she said.

Brian Baxendale of the Business Advisory Council will kick that off by leading a workshop on Oct. 21, Rilling said.

“The goal of the task force is to modernize and harmonize our zoning regulations in an effort to remove barriers and help Norwalk achieve the visions articulated in the adopted city plans,” a press release said.

“I think initially the aim of the task force will be take a look at what our regulations currently say and compare them to the Plan of Conservation and Development,” Blank said. “… Hopefully we’ll have some things to bring to the Zoning Commission and very shortly some more significant things as we go down the road.”

Unfortunately, the city has no trained, credentialed, experts in city planning. Will there be professionals hired to advise and assist these citizens?

Another useless task force. When will the Mayor wake up and realize that Charter revision is the only way. And I’m not just talking about a few things here and there with zoning. The entire code needs to join the 21st century.

A step in the right direction. Ditto John Hamlin’s comment. One and Done, you have to admit, as nice a guy as Moccia was and still is, this is way more effort on Rilling’s part to fix Norwalk’s dysfunctional planning process than Moccia ever attempted. Agreed?

When is this workshop going to be? “Brian Baxendale of the Business Advisory Council will kick that off by leading a workshop on Oct. 1, Rilling said.” Last week?

Editor’s note: There was a number missing. The workshop will be held Oct. 21. Thank you for calling it to our attention.
